need help in choosing the right scanner for documents?

I need a document scanner under Rs 10000/- (Indian rupee). I already have one - "HP scanjet G2410". It scans well, but takes around 40-41 seconds to scan one A4 size document at 300 ppi. i altered the ppi to 200, tried in Black & White, the scantime remained almost the same.

Now, i would be happy with a scanner that can scan at least 3 to 4 pages per minute. Quality is not my concern. If it is readable, it is ok. I even don't need a photo negative scanner. After searching through net, I found some models qualifying this need. But, to be frank, the time they mention in the advertisement is not at all the true in reality. However, I zeroed down to "Canon Canoscan LiDE 210". One review says that it takes 17 seconds to scan one A4 size page (though in ad, it is 10 seconds). But, nowhere I found its price mentioned in Indian price. I am from India. I searched the scanner to the local dealers, but they seem to be unaware of the model. Another model I spotted, though it is an "all in one" printer - "HP laserjet M1136 mfp". It claims to scan 6 Black & White A4 copy per minute. Now, my questions are -

1) is "Canon Canoscan LiDE 210" available in India?

2) would "HP laserjet M1136 mfp" scan at least 3 A4 pages per minute in reality?

3) what are the other options available within this price range?

I need the scanned document in PDF. I wont bother if I find a very good one at a slightly higher price.

Other option is to use a digital camera fixed on a tripod with the lens parelell to the earth. It takes less than a second to make a copy. With proper lightening the results are far superior to the scanning machine. In fact all high speed scanners use a digital camera and automated page turning. You can use a PDF printer software to convert the JPG image into a PDF document. It takes some trial and error to master the technique.
