Yes, there are several options, free, inexpensive & very expensive.
Option 1: very expensive

Option 2: inexpensive

Both options allow creation, form editing, editing of existing pdf's, security settings. In effect, everything you need to do most pdf-related tasks.
Option 3: freeware
CutePdf Writer http://www.cutepdf.com/
Go2pdf http://www.go2pdf.com/product.html
pdf4free http://www.pdfpdf.com/pdf4free.html
pdf995 http://www.pdf995.com/
In my opinion pdf995 offers most of the features of daily pdf tasks. For a mere $10 you get a version without a sponsor page. Their suite ( http://www.pdf995.com/suite.html ) does pretty much all one needs, for free!
A last option I sometimes advice, is to install OpenOffice (http://www.openoffice.org). It's a free, powerful alternative to MS Office, but with an added advantage: it can export to pdf. This alone makes it worth the download. It MS Office compatible, by the way, so you can open your Word documents in Writer, and save a pdf.
